Job Summary:
The Site Construction Engineer is responsible for the technical monitoring, coordination, and execution of
construction activities on site, ensuring compliance with plans, budgets, safety regulations, and digital models.
They work closely with project stakeholders, subcontractors, and on-site teams to achieve project goals while
maintaining quality, efficiency, and adherence to regulations.
Key Responsibilities:
Project Execution & Monitoring:
o Prepare and technically monitor short-term works.
o Analyze and monitor execution plans, including budgets, timelines, and resources.
o Ensure the proper site layout and organization, defining work zones and signage.
o Maintain thorough records and documentation in digital platform.
Stakeholder Coordination:
o Coordinate with project stakeholders and authorities to obtain necessary permits and approvals.
o Participate in site meetings with Sub Contractors and design engineers.
o Maintain good relations with local residents and other construction companies present on site.
Material & Equipment Management:
o Ensure the supply of materials and order supplies (small tools, equipment rental).
o Organize the storage of materials and structural elements.
o Coordinate the intervention of machines and construction equipment.
o Supervise equipment maintenance operations in conjunction with the equipment department.
Team Supervision & Management:
o Coordinate the actions of subcontractors, their teams, and other trades.
o Supervise and manage field teams involved in project implementation.
o Set daily production objectives and assist team leaders in resolving incidents.
o Carry out administrative follow-up (timekeeping), define schedules, and assign teams.
o Plan recruitment needs for temporary staff, in coordination with the project manager.
o Ensure the integration of new recruits through safety training and team introductions
o Assist teams with complex tasks and problems and adopting new digital tools for practices.
Safety & Compliance:
o Ensure compliance with work safety rules and hygiene regulations on the construction site.
o Ensure compliance with environmental regulations, including waste management and noise pollution.
o Ensure compliance with the rules of the special health and safety plan (PPSP).
Reporting & Financial Oversight:
o Provide activity reporting to the Dalkia Project Manager (daily report).
o Enter expenses at the end of the day (use of materials, equipment rental).
o Compare deviations from the forecast budget and adjust orders.
o Use data from the digital model to ensure budget monitoring and data consistency.
Problem Solving:
o Assist teams when carrying out complex tasks or in the event of major problems.
o Support teams in getting to grips with new digital site tools.
Additional Responsibilities:
o Supervise the withdrawal of the site at the end of the work and the restoration of the premises.
o Monitor work progress schedules and make necessary adjustments.
o Plan short-term production and estimate equipment, material, and labor requirements.
o Regularly conduct site reviews with the site manager to monitor overall progress.
o Ensure administrative management of incidents and adjustments.
o Prepare site meetings with the site manager and team leaders to raise awareness.
Qualification:
o Bachelor in Engineering - Mechanical
o Minimum 5-10 years of experience in site management,
o Monitoring quality/delivery of work, maintain excellent relationship with Client and suppliers.
o Strong understanding of Safety/HSE practices
o Strong initiative to implement and monitor the procedures/ practices.
o Excellent communication skills in Arabic & English.
